Who's in The Eurovision Song Contest 1999?

The rules for the 1999 contest have not yet been officially announced. All we know is that songs may be performed in any language. Apparently this was discussed for 1998, but the BBC was unhappy because it might have been believed that they had pushed for it. Anyway, a non-English language song won, perhaps proving how English isn't needed to win.
It is expected that only 25 counties will be able to take part in the 1999 contest. For the 1998 contest the rules stated that the winner of 1997, plus the countries with the top 17 average scores over the last 5 years were guaranteed a place.
In the table below I assume the same rules will apply for 1999, so the Winner of 1998, plus those numbered 1-17 will be eligible to appear in 1999. In the end, only 5 countries were disqualified for 1998, so only those 5 can be readmitted, plus any others which had expressed an interest before the 1998 contest, had paid a fee, and broadcast the 1998 show (this was in the 1998 rules).
Since we are unsure of Italy and very unsure of Lithuania, these countries are marked as unlikely.

With two (Greece & Portugal) dependant on no new countries coming in. Of course, some countries assured of entry may drop out, but this seems unlikely.
